Where do morality and moral value come from? We propose that the roots of morality lie in the same biological principles that sustain life: homeostatic regulation. This paper proposes a multi-level account of morality as an emergent extension of homeostatic control, the organism’s capacity to regulate its internal states and preserve its viability over time. From this foundational mechanism arise the earliest forms of value and purpose, as organisms learn to distinguish beneficial from harmful states. Through evolution and social interdependence, these evaluative systems extend beyond the individual to regulate interactions within groups, giving rise to shared norms and moral conventions in humans. We first examine the ultimate causes of morality (its evolutionary and developmental origins) highlighting how cooperation and norm compliance emerged as adaptive solutions to recurrent social coordination problems. The Social Brain and Interdependence hypotheses explain how pressures for large-scale cooperation shaped human cognition, while the Morality-as-Cooperation framework formalizes moral domains as game-theoretic solutions to such coordination problems. We then turn to the proximate mechanisms of moral and social cognition, integrating evidence from cognitive neuroscience and reinforcement learning. Moral decision-making recruits three interacting control systems (Pavlovian, model-free, and model-based) that interact with episodic memory, theory of mind, and social learning to generate flexible yet stable moral behavior that can be sustained, modified and propagated across populations and generations, following cultural evolutionary dynamics. Finally, we outline a computational framework for modeling these processes as a biologically grounded multi-layered cognitive architecture. By linking the origins of value in homeostasis to the emergence of moral norms in human societies, this framework situates morality within a continuum of regulation across different spatiotemporal timescales (from the maintenance of bodily equilibrium to the stabilization of social and cultural systems) and highlights how moral cognition may have evolved as a human species-specific expression of life’s self-organizing dynamics.
